10 EASY STEPS TO A REGISTERED & RECOGNISED ABC IN YOUR COUNTRY
 

 
 
The sole purpose of this document is to assist in the development of new ABC’s in countries currently without an Audit Bureau of Circulation affiliated to the International body.

Here is all that you need to do:-
 
STEP 1
Contact the IFABC Central office and make the CEO aware of your desire to develop and ABC in your country. He will assist you throughout the process. And he will be able to put you in touch with an existing IFABC member who will act as a mentor throughout the process.
He will also assist you in getting temporary access to the IFABC website members section.
 
STEP 2
Visit the IFABC website and become completely au fait with it. Use it regularly so that you become familiar with all of its information … especially the IFABC constitution and Byelaws.
 
 
STEP 3
Gather together a working committee consisting of people with energy who recognise the need for ABC data in the advertising decision making process. The need to be from all 3 interested parties namely the publishers; the advertising and media agencies; from the advertisers and marketers. If you have a problem with this discuss it with the CEO who is in touch with the relevant international organisations representing theses sectors and who support the IFABC in its mission to have a representative IFABC member in every country where they are represented.
 
 
STEP 4
The CEO will supply you with a relevant set of documents which you can use as the basis for your own
 
  •  Constitution/Article of Association
  •  Structures
  •  Procedures
  •  Rules
  •  Publishing format of the data
  •  Your fee structure
 
STEP 5
Develop your own set of documents in council with one another until common agreement is reached and there is both a common understanding and acceptance of the documentation.
 
STEP 6
Have all of the documentation agreed and signed by all 3 parties
 
 
STEP 7
Register the organisation in your country in the appropriate manner
 
STEP 8
Send the documentation to the CEO for study and initial approval by the IFABC Executive
 
STEP 9
Calculate the total average annual circulation of the titles being measure by your new bureau. Send in you joining and 1st year’s membership fee.
 
STEP 10
Await an early acceptance of your application and then participate with the rest of the IFABC family. Attend the regional and the bi-annual General Assemblies and conferences and share the ongoing development with
 
"NOTE: It has been our experience that one of the biggest inhibitors to setting up a new ABC bureau is the fear of the exposure of inflated circulation figures from the past.
It is absolutely essential that all parties agree to an amnesty and a cut off point. All have to accept that the past transactions were done in good faith at the time based on the information available at the time. Any suggestion of recriminations or compensations will only hinder the progress to a new dispensation with transparent and reliable data for the future.
Bringing up the past will only lead to bad taste and strained relationships. Business deals then were done on a different basis. The new ABC will bring a new set of values and relationships which are trustworthy."
